In USA, Paris Hilton was arrested for driving under the influence of alcohol (link). Hilton’s blood-alcohol level was actually fine with their standard which is 0.08 percent. The arrest was done after she, according to the report, was driving erratically, a symptom of drink-driving.

Hilton’s spokesman said that the drink-driving symptoms showed by Hilton were “probably the result of an empty stomach and working all day and being fatigued.”

In other words, Paris Hilton was not actually violating the drink-driving law of their state.
On the otherhand, in the Philippines, drink-driver have been arrested after the accidents they committed. They’re free to drive and wander the Philippine streets and highways as long as there’s no accident happened.

Here in Southern Leyte, drivers of public utility buses and jeepneys, although they’re not under the influence of alcohol nor drugs, are showing drink-driving symptoms, in which according to some of their passengers, the result of acquiring professional driver license without attending training nor seminars on road safety and regulations.
