There was a proposal to create a surchage-free ATM system for Filipinos as reported by the Inquirer:
Catanduanes congressman Joseph Santiago has proposed the creation of a surcharge-free ATM network, warning about increasing charges as banks scramble to find revenue streams due to low interest rates.
Banking regulators must find ways to spur the rise of a new, surcharge-free ATM network that would provide more than 18 million users a practical alternative to fee-based systems, according to Santiago.
Santiago said a surcharge-free ATM network should directly challenge existing fee-based systems in order to drive down outrageous user charges.
I am currently using the BancNet ATM account through Metrobank. And my account is not deducted by any charges every time I transact online through Metrobank ATMs. I am charged PhP10.00 per transaction only if I will use to transact the ATMs of other banks.
Instead of creating new ATM network, what if they’ll just pass a bill that prohibits banks (owns the ATM) to collect charges from ATM users?

Charging for ATM use has never made sense to me since it’s cheaper than having tellers sitting in banks.

It makes sense to charge for ATM use if you’re a bank wanting to make as much profit as you can.

a free use of ATM? transact only at your own bank’s ATM if you want it free. remove the ATM charges and you’ll see the end of of convenience. P10 is a convenience fee for using an ATM not of your own bank or else you can commute/drive to your own bank’s atm that’s far from you. waste of time and gas/fare against P10
