SSS.GOV.PH – SSS News – Anti-Red Tape provisions set for

The SSS will undertake a pilot implementation of the provisions of Republic Act No. 9485, otherwise known as the “Anti-Red Tape Act (ARTA) of 2007”, from August 3 to November 3, 2009.

This was disclosed by SSS President and CEO Romulo L. Neri, who said that key activities under the ARTA will be implemented on a pilot basis by nine SSS branches, namely: San Pablo, Calamba, Diliman, Pasay-Roxas, Pasay-Taft, Bacolod, Bago, Cagayan de Oro, and Iligan. These key activities aim to help SSS members understand better the requirements and procedures of transacting with the SSS.

These branches will post the SSS Mission, Vision and Corporate Values at their main entrances or at conspicuous places within their premises, as well as the Processing Time Commitments for the 23 most utilized frontline SSS services. The step-by-step procedures for these 23 frontline services will also be disseminated to the transacting public through LCD display terminals. Finally, Public Assistance Desks will be set up in these branches and manned by senior member service representatives.

The 23 most utilized frontline services and their respective commitment times (in terms of working days) are as follows:

  1. Issuance of SS number for prior registrants (employee, self-employed, non-working spouse, OFW) – within the day
  2. Registration of employer – within the day
  3. Processing of Contribution Collection List (electronic R-3) – 5 days
  4. Processing of Contribution Collection List (manual R-3) – 10 days
  5. Adjustment of contributions and/or correction of credited years of service – 5 days (excluding manual verification of contributions)
  6. Issuance of Employer Certificate of Compliance – 5 days
  7. Processing of salary loan applications – 5 days
  8. Processing of Loan Repayment Collection List (manual ML-2) – 10 days
  9. Processing of Loan Repayment Collection List (electronic ML-2) – 5 days
  10. Processing of Sickness notification (for Employed members) – 5 days
  11. Processing of Sickness Benefit Claim application (for unemployed, self-employed, voluntary members) – 10 days
  12. Processing of Sickness Benefit Reimbursement Claim application (for employed members) – 10 days
  13. Receiving of Maternity notification – within the day
  14. Processing of Maternity Benefit Reimbursement Claim application (for unemployed, self-employed, voluntary members) – 10 days
  15. Processing of Maternity Benefit Reimbursement Claim application (for employed members) – 10 days
  16. Employer’s enrollment in the Sickness and Maternity payment thru-the-Bank Program – 3 days (if with bank confirmation)
  17. Processing of Disability Claim application – 10 days
  18. Processing of Retirement Claim application – 10 days
  19. Processing of Funeral Claim application – 5 days
  20. Processing of Death Claim application – 10 days
  21. Payment via SSS Tellering facility – within the day
  22. Filing a complaint/suggestion – within the day
  23. Application for SS ID Card:
    • Screening of SS ID Card application (E6) – within the day
    • SS ID Card enrollment – within the day (if with appointment)

Evaluation and enhancements to the ARTA implementation will be conducted during and immediately after the pilot period. The nationwide implementation of ARTA by all SSS branches will start on December 1, 2009.
